I just got it, have not bougt MOH or pre-order BF3 i just got it ^^
I think it has to something to do with how many BF games you have registerd on EA.
Or mabye them who have lots of BF games but not pre-orderd Bf3 they give a small bit of it so they get it ^^

I missed out on the MOH preorder too (mainly because moh sucks) but ive got several other battlefield games, and did the bfh and p4f betas, maybe ill get lucky (yeah right)

if you delete the cookie, or wait a day (or something) for it to self delete you can try again, but i tried it about 50 times, same message, not eligible
