Thats not cheats.

Thats either something that measure his average ping or fps.

That indeed just looks like an overlay. FPS, temp, maybe ping.
Highly doubt this is a hack, just some numbers. No distances ,wallhack etc.

Looks like EVGA Precision X (which is a GPU OC/Monitoring tool.)
